I have a couple of numbers for the Autoridad de Puertos in Fajardo, they are the "Port Authority" that handle the ferries leaving Fajardo. Good luck trying to get them to pick up the phone. The numbers are 787-860-8618, 787-863-0705, 787-863-0852. Call ahead if you can to make sure the ferry you are planning on boarding is still available. Just because you have a ticket that doesn't mean you are assured a spot on the ferry or it's going to depart for that matter. You can also call the pier in Culebra or visit them ( if you are already on the island) if someone from their crew is there, their phone # is 787-801-0250. Above all have patience, this is one of their busiest times of the year. What to do if ferries don't run, you're just stuck at what ever pier you're at, Fajardo or Culebra. If you have a flight out of PR, I'd check and double check about the ferries and maybe leave a day early if there is inclement weather. According to the forecast, this rough weather is due to last until Thursday, including that day. I'll keep you posted and you can also check with the locals, also wapa.tv for the latest in weather.
