We were in Culebra during July and YES there were many of them. No seeums at the old pier where you snorkel at Playa Flamenco and it was only 3PM. During our 20 minute hike to Carlos Rosario we got bit by mosquitoes. While we were waiting for the publico at the entrance of Playa Flamenco at 6PM we got eaten by mosquitoes. We even brought back a little stowaway, a tick which could have hopped on board anywhere. Definitely take some bug repellent, products with citronella or other natural repellent oils, anything you think that will make your trip comfortable without the bug bites. Happy travels! J
