I've not yet been to culebra (I'm going just for the day this Tues. from Fajardo), but can offer this bit of info: Air Flamenco flies on a semi-regular schedule from fajardo & and sanjuan for $60 pp round trip from fajardo, about double that, as I recall, from sanjuan, and, for the short amount of time you'll have, sure beats the traffic along rte 3, a not especially attractive area, and a long slog at certain times of the day and week (I have been to this area several times.). Unless you're planning to leave culebra with enough time to detour to the rain forest, I'd suggest loooking into the plane ride. other airlines fly the same route.
