Unless you have only carry-on luggage, you could be cutting it close. The ferry leaves Fajardo @ 4:30. By far the easiest way to get to Culebra is on Isla Nena Airways. ($135.00 round trip per person) It's expensive but they fly from the International Airport Terminal B. If you do want to get a ride to Fajardo, you could make arrangements with Padin or get a cab at curb side. I don't know what they charge. We used to do a cab and make arrangements for the same driver to pick us up on our return to Fajardo.
I met a very competent, nice, and reliable driver in San Juan last week.
His name is Nestor and his #'s are 787-645-3146 (cell) & 787-796-6591 (home). He drove us from the airport to Old San Juan (Hotel Milano) and picked us up on the dot the next morning.
