I camped there for a couple of nites in March 2006. I did not see any rats. http://www.islaculebra.com/puerto-rico/camping.html has the number to call to reserve a site. I dont think there's a time limit and I don't remember there being many kiosks with food. I think there was one or two near the entrance. It is really beautiful to camp there and you can get right up next to the water but behind some palm trees and slight tiny hill which i think is probably good for wind at nite not that there was much of it. I dont know anything about the fishing cuz I dont fish but I'm sure you could ask when you make the reservation. I don't think there's any rules against food and there are some picnic tables in the camp areas. For food, there are taxis to go to one of a few restaurants nearby, but the taxis only run during the day, not late in the evenings. Hope this helps! I'm thinking of going back in February by the way because it was so beautiful just like the pictures and it's so close to (basically on) the beach. Also I don't remember bugs being much of a problem.
