If you hate crowds, Culebra is for you and I'd go for a house. There are some 1 BR places available. You'll be there for about a week which is the usual minimum.

and if you don't want the "fenced-in" feeling it's def. preferable over places like Aruba. (sorry - still pissed that the most interesting thing I found there was the grocery store)
