The people who developed Costa Bonita did so without bothering to try to understand Culebra; its customs and culture, its workforce, and most importantly, its fragile ecosystem and infrastructure.
1. There is barely enough water to sustain the island PRIOR to CB coming on-line.
2. Federally protected wildlife preserve property was damaged during construction.
3. Some years ago, the community committed to building a sustainable eco-tourism economy. It only takes a couple of jackass-inspired developments like CB to sink the whole plan.
4. Lax enforcement of permits and EPA regulations are the only reason this resource pig was allowed to be built. Culebrenses have every right to be bitter about this, particularly when drought drys up the water supply.
Culebra is not Cancun, thank the gods. People desiring pseudo-luxury resort vacation experiences have plenty of destinations from which to choose.
