Re: smoking - I am not a smoker, but this is probably the stupidist smoking ban I've ever seen. Bars and open air restaurants should have been excluded. What's the difference if you're smoking on the street outside the bar, and someone walks by as your smoke is wafting quickly away on the breeze?
Re: reef fish - You are snorkeling on two of the most abused reefs on Culebra. Abused by snorkelers kicking the reefs, abused by heavy waves crashing against the reefs, and abused by nature as the shallow reefs stick out of the water at low tide and die a little death each time the tide goes out. There are beautiful reefs and lots of fish on the outer cayos, which I recognize only divers have the opportunity to see. You are right that there is little to no enforcement of the no-take zones, and until there is, it means nothing to the various local fisherman and those that come over from Puerto Rico to rape and pillage. :(
