See TO DO on the left navigation of this site. There is one dive shop in town - Culebra Divers, and there is one other person that takes people out diving - Taz Hamrick. He's listed under Aquatic Adventures. I have dived with him, but not off his boat or under his supervision, so I can't offer an opinion on his operation. We have only ever dived with Culebra Divers, and find their operation to be a good one. In the interest of full disclosure, the owners are now very good friends of ours. Culebra Dive Shop, also listed, no longer takes divers out. I also don't think they rent tanks or anything dive-related, so I don't know why they are still listed. Nuevo Mini Mas rents tanks and weights only.
Bonaire and Belize are two of my top favorite dive destinations, but we seem to be stuck on Culebra. We love it so much, we haven't dived anywhere else in a long while. Bonaire's diving is unrivaled by any other place in the Caribbean. We went there on our honeymoon, and returned in 2002. The people of Belize are the sweetest people I have ever met, and the diving was also nice there, although I will say, on Ambergris Cay, there did not seem to be an abundance of fish (that was in 2000).

I have only been to Cozumel, Mexico. I have never heard of Cabo Pulma. I'll have to look into that.
As for favorite places to eat, there are few choices, so you'll end up eating at many of the establishments listed on this site. I don't have a particular favorite - I like them all. I would caution you not to put too much weight into the opinions of the locals. Some of them are tired of eating at the same places over and over, and they may not give good recommendations based on their boredom. Just go, and eat and form your own opinions. :)
