The campground will be extremely busy, especially considering that Christmas is on a Thursday and New Year's eve is on a Wednesday. That means that a lot of locals will take Friday off from work and probably Mon and Tue as well in order to turn a long weekend into a full week.
Definitely go all the way down to section E. The campground office tends to keep families and locals in A through D, while saving E for "Americans". But even E will be pretty raucous. Like I always say... During a holiday period at Flamenco campground, bring ear plugs and a sense of humor. With the right attitude, it can be quite festive and enjoyable.
Arriving on Christmas day could work, especially if you take the 8am ferry. Arriving on the 24th would be wiser, in my opinion, since Christmas morning tends to be devoted to church and family at home. Once the afternoon comes around, there will likely be a lot of people heading over to Culebra.
