Culebra to Vieques via ferry

I know this has been brought up before, but I am still confused.
According to a new issue of Que Pasa, there is a ferry from Vieques to Culebra (and back) but only on Wednesdays. From what I read elsewhere, there is no longer a ferry between the 2 islands.
Anyone locals have the accurate information on this ferry?

When we were there in January, we were told that there was no longer a ferry between the islands. You can still take the ferry, but you have to take the ferry back to Fajardo, then take the ferry from there to the other island. If you time it right it's not too bad.
