My son is 17.... Will they ask for I.D on san jaun and puerto rico.... and the age is 18 to drink right?

underage drinking seems prevalent on main island at least. Main island also struggles with high auto accident rates and gernal lawlessness among youth -- gee, wonder if there's correlation?
