If I'm just day tripping to Culebra, do you recommend renting a car or is a mountain bike all you need to get around relativcely easily?

For a single day, I would use a rental car to visit as many sites as possible - Flamenco Beach, Zoni Beach, shopping in town, restaurants, site seeing, etc. - it depends what you like.

How about something in between...

Try renting a scooter.

Friends have done it and loved the experience!

Enjoy

If you are very fit and used to doing a lot of biking, a bike would be great. Otherwise you'll want to rent a car, because the beaches are not that near the ferry. Everyone has their favorite beach, mine is Carlos Rosario, but the the island is hilly and rugged and some of the beaches are hard to get to by car, so a bike would come in handy.
