Abe,
We were there a week or so before Jorge, and the water was rough everywhere. Carlos Rosario, Melones and Punta Soldado, however, are well protected, and are usually pretty calm when the rest of the sea is kicked up.
Let me explain "rough everywhere": one day we tried two different dive sites out by Cayos Lobito and Raton before we settled on Cayo Yerba, and it was still rough at the surface. We also dived at Punta Soldado (that same day) and the boats were rocking and rolling at the mooring lines, but the waves were not crashing too hard against the beach. We were diving around the full moon, so that certainly factored in with the system that Jorge spoke of.
