We (2) will be on Culebra from 1/15 til 1/23 (maybe til 1/27 if we decide not to do a road tour of the big island). Sounds like a car is not an every-day essential, what with cabs, bikes & publicos. We've found that rental cars tend to isolate you from contact with everyone, and we like to ride bikes. I wonder if it would work to book a car for just 3 or few days, and improvise the rest of the time. Are bikes, taxis, even hitching with other visitors reasonable (& economical) alternatives?
Also, any recommendations for car rentals? Some say Carlos, some say Jerry, what about Dick & Cathy?
Also, we want to visit some of the cays, & are looking at renting a motorboat for a day (1/22). Would it be simpler to rely on watertaxis?
