I will try to answer your questions:

(1) We are interested in Flamingo beach - are there public restrooms, restaurants, shady areas, etc. or do you have to stay at a hotel to get those amenities?
>>>Yes, there are restrooms in Flamenco Beach, all though not the most accommodating/clean/private. There is also clean water and food vendors at the beach. Not much for shade on the beach. You can arrange to stay at the campgrounds if you bring a tent, otherwise you would have to stay at a hotel.

(2) We'll have a rental car for our time in PR - do we leave that in Fajardo or is the ferry capable of taking over a car? What is the website for the ferry? >>>If you are going for just one evening the hassle of the cargo ferry is by no means worth it. First, there are no reservations anymore because one of the cargo ferries wasn't working recently. (Maybe this has changed???). You would have to show up at midnight, wait a few hours battling the mosquitoes and MAYBE get a spot for your car. Then if you manage to get on the ferry, the sea is quite rough on the way there most of the time and it is freezing cold on the inside. Not a great experience for Culebra first-timers. I suggest you just take a taxi van to travel in Culebra since your stay will be so short. It is around $2.50 per person per ride. Very affordable.

(3) If we stayed for just one night, could we find reasonable accomodations? Likewise, is it worth it to just stay one day given the travel time back and forth?
>>>It is not worth going on a day trip unless going by plane ride. Yes, you can find reasonable accomodations. You can get in touch with Mike at Vacation Planners or ask around here for anyone having affordable accomodations. Most places have a 2-3 night minimum, but there are exceptions.

I'm sure you'll find a way to make things work. Once you see the island you'll see it's totally worth it. Please take care of it as it were your own treasured home. :) Have a great time!!!
