I'm going to Culebra this weekend so I can asure you that you CAN make ferry reservations and they do honor it! I live in PR and I just checked this past weekend in the Fajardo ferry dock. But there are no puertorican holydays in August and school starts in august so I'm pretty sure you won't need any reservations. Good luck with everything and enjoy your trip.
