Even if you get through, the information may or may not be useful or correct. I don't think you can even make a reservation except for the car ferry where they are required. Unless you are travelling on a busy weekend, just show up an hour or so before sailing time. You will be able to buy a round trip ticket which saves you a second line in Culebra.
