Making Ferry Reservation-HELP!

Going to Culbera in August. I have been tyring to call and make ferry reservations for 3 days now, but cant get in touch with anyone. I'm either met with busy signals, or no answer, and I've tried all the numbers listed on this forum for both Culebra and Fajardo.

Any tips?? Do I actually need reservations??

Please advise.
