In my visits to Culebra, most of the shells were of the small variety, with an occasional conch. I think the largest I saw were at Punta Soldado.

As Karyn mentioned, the surf at Culebra beaches is generally very light. The one exception for me was about 5 years ago, my wife and I were on-island for the solar eclipse. The next day there were 6 footers banging on Flamenco so hard the beach was nearly gone. On P.R., try the beaches between Pinones and Loiza.
