Gina,

Capt. Guzman is correct. Eels live in shallow water and deep water in coral ledges, rocks and holes. If you stay a foot or so off of the reef/rocks, and if you are only snorkeling above the reef/rocks, you should not encounter an eel. They are shy, reclusive creatures, and they are not coming out of their holes to check you out unless you give them a reason to (i.e., food, which would be a pretty stupid thing to do). In my 18 years of diving, I have only seen one "free swimming" eel, and that was not in Culebra. I would suggest that you snorkel on the top of the water and not do any freediving down to the reef to check things out - that would be the time when you MIGHT encounter an eel. I think your chances are pretty darn slim while snorkeling.
