We didn't have to go between airports in San Juan but I don't think it's far, maybe 15 or 20 min? I found cabs to be expensive in San Juan, compared to NYC. $20 for a 10 min ride from SJU to our hotel seemed steep!
As for Culebra, you'll be fine with a scooter. I'm not sure how it will do to get you to Zoni if you want to go there, however we saw a couple of people doing it (2 people on the scooter), so maybe it's just a slow ride up the steep hills.
Bring lots of books, magazines, etc because there is almost nothing avail on the island, and there's a mark-up cost on whatever you can find. The condo we stayed in had a tiny TV and VCR, with a few movies, but no satellite TV, so that was all we had. Bars close early, so nightlife is mellow.
Oh, and if you plan to go to Juanita Banana's for dinner, you have to make a reservation. Have a wonderful trip!
