I take it you have never been to Culebra? Why don't you visit first, and then decide whether it would be beneficial, or even do-able to start any kind of a business there? A golf course would be most unwelcome (even if there were flat areas for greens, which there are not), satellite TV is already prevalent on the island, and as Abe mentioned, there are already reliable dial-up and wireless internet services. Culebra is a small community, and you need to be able to "fit in" before you begin a business, or it may fail.
I disagree with Jean's assessments that the island needs reliable transportation, a good cheap place to eat, and a good source for reading material, all of which I feel the island alread has. Reading materials are FREE in the gift shops - there are boxes of books, and everyone is welcome to take one. Of course, it is appreciated if you leave one as well. A mail-order type business already exists, and many residents use the internet successfully to mail order their own supplies. The only problem is that some places won't ship to Puerto Rico, in which event it wouldn't do any good to have it shipped to Fajardo, and pick it up on the ferry.
Anyway, just my 2 cents. . .
