hi, just spent 2 weeks there, and have a few comments to add. As for the lady she will need to be a low-maintenance type. Culebra is great unless you need the high-life, or a lot of name brand merchandise. Shopping other than necessities requires a trip to the "big island".
The things I felt the island could use were more reliable transportation, a good cheap place to eat, and a good source for reading material. Problem is that part of the charm of the island is the unreliability of transportation etc. If it gets too easy it will also get crowded!! We tried the buses from the beach. Fine on the weekends, but during the week they are pretty off and on. same with the taxi, we were unable to reach anyone for a taxi for 2 hours one afternoon. Fine on Culebra, but a little difficult to get to used to. Definitely need your own transportation there if time is a factor. We had 2 weeks, so the laid-back style was wonderful. A good business might be a mail-order type business where you could take orders and find and ship what you customers needed, maybe e-bay. Not sure how long people would wait for things tho, and best to ship to Fajardo and pick them up on the ferry. I would love to live there someday, but would like to have an income from retirement etc to do it, as businesses seem to come and go there at a pretty fast rate. My advice is do it anyway, just have something to fall back on if it doesn't work out. Culebra is definitely worth the gamble.
