You won't find anything close to a beach in your price range but transportation to the beach is no problem. From town to Flamenco is about 2 miles. While my wife and I were there we attempted to walk there twice but both times locals stopped and insisted on giving us a ride. At worst you'll have to pay $2 each way for a taxi.
