I would say that yes, Culebra is gay friendly. Maybe someone who lives there will confirm this for you, but when I have vacationed there I have seen several gay and lesbian couples openly enjoying their vacations together (kissing on the beach, holding hands at restaurants etc.) and nobody batted an eyelash. Good luck and have fun! It's a very laid back island!
