looking for Culeba expert!

Hi- my husband and I are planning a trip to Culebra in March 06 and have a few questions- we are hoping we can find someone to give us a little expert advice...We would like to stay close to town so that we don't have to rent a vehicle the whole time(we are planning on renting a couple of days to explore the island) but we'd like to be able to walk to restauarants and dive shop (one of main reasons we're coming) and if possible to a beach or place to snorkel/sunbathe if we choose.
Is this possible? Is there a location where we could be close to the above mentioned options- within walking distance? Also- we would like to go over to Vieques for 2 days at the end of our trip and then back to San Juan after that to fly out...kind of make a loop. Any advice on the easiest way to go about this?
Obviously many questions...hopefully someone out there wouldn't mind lending their expertise and advice...thanks in advance!
