Mostly agree with Frank. Culebra is very low paced, better go to Flamenco, enjoy there, because you'll only have three to four hours to look around.
Do not know which day is you are going to stay, but if weekend, there is at least one hour wait for the ferry, think of this very good, because the ferry gets more people than it can carry, and if you get stranded, better have some money to pay for a hotel.
There is a ferry that leaves 0630, just in case.
