Depends on what you are interested in ... although the beauty of Culebra is there isn't much. Or as a traveling companion remarked after her first visit last winter: "There is nothing there, but it has everything."
Forget water sports. Forget shopping. Forget almost anything to do with tourism. If it were me, I'd jump a taxi ($3?) and head out to Flamenco. There are basic bathrooms and showers (nothing fancy). Walk on the beach. Swim in the water. Most of all, relax.
If you're feeling ambitious, hike up over the hill from the Flamenco parking lot (entrance to the rear and left) and check out the small beaches on the other side.
When I got hungry I'd jump a taxi back towards town and grab a burger and beer at El Batey. I'm assuming it's open since it changed ownership a few months ago.
After that ... well for me that would take almost all day ... because if you're doing Culebra right you are not rushing, you're taking the day as it comes at a relaxed pace.
