My answer will be somewhat controversial. Culebra has struggled to maintain the character of its pristine beaches and laid back charm. While all Culebrenses are not in agreement, most have agreed that the unspoiled beaches are Culebra's finest asset and have tried to keep them from becoming a mini-Cancun. It is why I love the place and hopefully it can remain that way.
It is still possible to have your romantic beach-walk. There are a number of vacation rentals that are a short walk to the beach. Many of these are on the hills above Zoni. They are necessarily out of sight of the water, because their lights have a hugely detrimental effect on the survival of nesting endangered hawksbill and leatherback turtles. One reason I know this is because Culebra offers a unique opportunity to get up close and personal with these graceful creatures.
I know you are asking the question because you are new to the Culebra experience. I admit I am saddened by your note because I fear that, as more and more newbies hear about the island without understanding its true character, it will ultimately destroy what makes it great. Hopefully you'll get my point, soon, and help preserve this wonderful place.
