Hello ... the ferry is cheaper, but it involves not only the RESERVATION for vehicle transporting ( which is done only on weekends, and there is no insurance coverage ) it also requires for you to be very early at the dock, if you wish to get in.
There are two departures... close to 0900 ( you have to be there before 0800 ) and close to 1300 ( you better be there before 1200 ).
In Culebra there are few car rentals, so better reserve with enough anticipation, the lodging is very hard to get without reservations too.
This is due to the winter season.
I'd say if you do not have reservation, have a very good plan B, and always the plane is easier.
