Paul, the ferries are all in bad mechanical shape, some of them were grounded by USCG, some weeks ago. I do not know if they have been repaired or given the OK.
About the rental car in the ferry, there is no insurance that will cover the rental car while being transported, it is your responsibility.
Better call Carlos, or any oher car rental in Culebra.
