I guess the bigger question is how seriously do they enforce the law. Is it considered an insult to their beliefs and culture? In America our views of nudity are warped and considered "bad". Many other countries feel it is a natural way of life. I would expect there to be visitors from many countries in Culebra, not just Americans. As a I will be a "visitor" in 3 weeks, I would like to make sure that I am not going to "insult" or show a lack of respect for the place where I will be staying. I will admit however that as a resident of NYC, I am very intrigued by nude sunbathing in a tropical paradise. The opportunity does not present itself very often here. I would only look for remote and deserted areas to do this but should a police officer show up I want to make sure neither myself nor my husband will be fined or thrown in jail.
