My wife and I just got back from Culebra, and Melones was our favorite snorkeling spot. We saw hawksbill turtles and an octopus in addition to the usual complememnt of technicolor fish. We also liked Punta Soldado and Luis Pena. We weren't as impressed with Carlos Rosario, but we didn't go out far enough to snorkel the best part of the reef. Melones is easy to get to and very user-friendly (great, shallow reef close to shore, not much current).
