We visited carlos rosario last sunday. If you want to go there, you have to go around the chainlink fence right by the bushes on the left. The road is in pretty bad shape due to all the rainfall. When we got there, visibility wasn't the best but that was probably due to all the sediment accumulated by the rain. We saw a caribbean deer on our way to Carlos Rosario, which I thought it was most remarkable. The next day we went to playa melones. Visibility was superb, and the reef there is quite beautiful and extensive. If I had to make a choice, I would rather go to melones over Carlos Rosario based on ease of access and current conditions.
