Beaches & Kiosks Ok?

Had planned on taking my family to Culebra the first week of January. Looks like ferry is running and power is on. Wondering if we'll be able to swim and hang out on beach. Camping still ok? Also, wondering if kiosks are up and running for drinks & food, etc. Any idea?
