Probably too late with this, but we we in Culebra with our 3 yr old twins back in March and we decided to Fly. There were a total of 5 of us and I'm really glad we flew.
Sure, the Ferry is cheaper, but you also have to think about the time, cost and effort getting from the airport out to Fajardo and then the length of the ferry ride. Flying we made it door to door in less than 7 hours. Even on a good day its 10 hours of travel if you add the ferry in.
