Hi- Most, if not all of the car rental agencies do not allow you to take rental cars on the ferry. You can park in Fajardo and take the passenger ferry. The cargo ferry from Fajardo to Culebra leaves at 4am and then again around 4:30pm. Trip is aprox 1.5 hours.
