once you put a rental car on the ferry it is no longer covered by any insurances. Not recommended. The cargo ferries are usually backed up 2 weeks or more and you basicaly have to walk into the office to get a reservation. The ferry ride is over 2hrs to Culebra. I don't know about Viequez. I would recommend renting on each of the islands individually. There's no cargo ferry from Culebra to Viequez so you would have to go back to Fajardo and then to Culebra or Viequez.
