For swimming, I think you mean minimal surf, you need to be on the leeward side of the island. The best beaches for this, given the time of year, would likely be Tamarindo (lots of green sea turtles), Melones (maybe a spotted eagel ray), Soldiers Point, and Carlos Rosario. You can easily drive to the first 2, drive a jeep or walk from top of hill to Soldiers, and hike to Rosario.
The best beach for wide stable sand is Flamenco. Zoni is nice but not nearly as much sand as Flamenco.
We rented tandem kayaks for $50 each a day. Talk to Ken at the Culebra Bike Shop.

Check with Ken about the surf conditions and which outer island to kayak to. The weather can make things unsafe. Read these threads for some more info on kayaking to the outer islands. Keep Luis Pena on the list for kayak destinations. We took snorkeling gear to Luis Pena on the kayaks and saw nurse sharks, pufferfish, hawksbill sea turtles, a gazillion conch, squid, octopus, the biggest spiny lobster ever, and much more.
