My 12 year old daughter has been to Culebra every year since she was six months old. We have taken her to every beach. While she was 6 - 10 years old her favorite beaches were Zoni (for turtle hatch watching and swimming); Flamenco (for body surfing, sand castle building, food at kiosks and just floating in "shark pen"), and Carlos Rosario for snorkeling and playing in shallow water. The hike to Carlos Rosario is a nice challenge for young boys and rewarding since they can throw themselves in the water with really no worries (great sand bottom and no surf).
The surf at Resaca and Brava is not for young children plus there is no shade and the beaches can be filled with debris swept up by the rough surf.
Best to stay on the beaches I mentioned with a side trip to Tamarindo for turtle watching and perhaps Soldado for snorkeling.
