When I think of "bus" I think of a scheduled operation. There are buses in San Juan and the surrounding communities. There also used to be some inter-city scheduled buses, e.g., between San Juan and Ponce. I don't know if they still run.

Publicos are private vans (called "Jitneys" in some of the other islands). As far as I know they do not run on any schedule. In each town there is usually a central depot and they will stop and pick up people along the way, stuffing them in and racing madly between pick-ups. It has been a long time since I took a publico but my memory is that you could get one in Rio Piedras which runs to Fajardo.

However, I wouldn't mind being corrected by someone with up-to-date information.
