Take Highway 3 from SJ to Fajardo, then as I recall you turn off 3 onto Highway 194 and take that to 195. As Geronimo said there are signs that are pretty easy to follow once you get off Highway 3. I dropped the rest of our party and the luggage off at the ferry terminal to wait in line for tickets (be prepared, it can be a long wait), and then took the car back and got a ride from Enterprise to the ferry terminal. Enterprise has a drop-off point in Fajardo; Avis' drop-off is in Ceiba.
