If you go to the Transport section of this website, then click "getting there", then "to get to Fajardo" you will find several options. We have used John one way both of our trips, and have rented a car both trips as well. Last year we rented the car in Fajardo and visited El Yunque before dropping the car at SJU; this year we rented the car at SJU and dropped it in Fajardo.
Both options are more expensive than the public cars, but quicker and less hassle, and if you split the cost 5 ways it's not so bad. John can be reached by email, and his rate depends on where in San Juan he picks you up. Just tell him how many people and how much luggage, and when and where to pick you up. He can stop on the way if you need to eat, shop, etc.
