The cheapest way to get there is to take a publico from Rio Piedras to Fajardo and then take the ferry out to Culebra. If you look under transport on this site, you can get they ferry info. The snorkling is excellent and I recommend Carlos Rosario as a good place to go or Melones. Doing the publico and the ferry may be rather ambitious for a day trip. Good luck!
