I'd also point out the dangers of traffic and poor road conditions. The pot holes and large rocks on the roads make biking really dangerous. Drivers also have little regard to bikers there.
I am also an avid runner but there are no sidewalks and sense of a shoulder to roads on Culebra. Just be careful.
I would go bikeless the first day and utilize the publicos. Then for the rest, rent a scooter or other transportation for days you go to Punta Soldado or Zoni Beach.
