Hola! We've always been to Culebra without a car. If you think you're going to spend more than $45-50 on transportation/day amongst all in your party, then I would recommend renting a vehicle. If not, publicos and walking is the way to go. Other things to take in consideration: the place we were staying provided us with bikes to get around (Casita Tropical) at no additional cost. Our lodging was relatively close to town and places to eat. Our hosts, Molly and Jerry provided us with free pickup and drop off to and from the pier and to the beach and town. The publicos will take you just about anywhere and even to some of the beaches that are further away for a bit more than their usual price. Flamenco trips and into town cost $2 per ride per person and other places like Zoni beach or pickup at your place of lodging costs more, between $3-5. Make your budget and plan ahead. Happy travels!
