I agree with Carols Rosario and Melones. We taught my 8 year old how to snorkel this Christmas. He had the most time in the water at those 2 beaches. At Soldado we preferred hunting for shells and coral. He was calling it the boneyard. However my husband, teenage son and I loved snorkeling at Soldado.
As far as surfing unless you are bringing a board don't plan on riding. We looked in board rentals 'cause my husband surfs, and there are no rentals. Zoni was great for boogie boarding though.
