Hola! PR Tourism Company called Culebra Tourism Office at City Hall and they said you do not need a fishing license and are welcome to fish anywhere except on the property of the Culebra National Wildlife Refuge which is an area protected by the US Fish and Wildlife Service. Show us pics if you catch anything. Happy travels! J
