Hola! I don't think its any calmer during the Christmas/New Year holidays. Our veteran bloggers have stayed during that time and it can become party central. Places to eat might be closed, for sure on Christmas day and probably on Dec. 31 and Jan. 1. If you are camping, get food and other supplies early as the grocery stores either will run out of things, close early or might not even open.
As far as the fishing license goes, there is a law that was passed in Feb. 2004 by the Senate of Puerto Rico that states "... all persons fishing for recreational purposes in jurisdictional waters of Puerto Rico must possess the required license issued by the Secretary..." as stated in Regulation #6768 of the Department of Natural and Environmental Resources. It is unknown where you can buy this license. I called the PR Tourism Company and they didn't know either. Many tourists do go fishing, they usually go with a guide and they have the usual permits they need to do so. PR Tourism promised to call back with the info. I'll let you know. There are plenty locals that fish around the island and I doubt they have a license.
